RIPA, or the Racial and Identity Profiling Act (AB-953), is a California law enacted in 2015 to address and reduce racial and identity profiling by law enforcement. The act requires law enforcement agencies to collect and report detailed demographic data on all stops, including information on the perceived race, ethnicity, gender, and age of individuals, as well as the reasons for the stop, the actions taken during the encounter, and the outcome to the Department of Justice. The overall goal of RIPA is to promote transparency, accountability, and fairness in law enforcement practices across California.
