Message from the Chief of Police On behalf of the men and women of the University Police Department, welcome to California State University, Fullerton. At Cal State Fullerton, the safety and well being of our students, faculty, staff and visitors is our foremost concern. The University Police Department is staffed with highly professional employees who are dedicated to serving the needs of the campus community. The achievements of the members of the University Police Department have been tremendous. In November 2001 we received recognition from the Commission on Accreditation for Law Enforcement Agencies (CALEA) as an accredited agency. This award was given to our police department for having fully demonstrated commitment to law enforcement excellence by living up to a body of established professional standards and exemplifying the best practices in the conduct of its responsibilities. The award is given for three years and our department was reaccredited in 2004 and 2007. In 2007 the CSU Fullerton Police Department was also recognized as a Flagship Agency by CALEA, for having continually demonstrated excellence. The University Police Department strives to promote and maintain a campus conducive to academic achievement. Sincerely, Judi King University Police Authority and Jurisdiction Campus safety and security is the responsibility of the CSU Fullerton University Police Department. The University Police Department is located in T-1200 at Gymnasium Drive and State College Boulevard. The Department is staffed by 24 sworn officers, 9 non-sworn support employees and 25 part time Student Assistants (Community Service Officers). University Police Officers are vested with the same peace officer powers of arrest as other police officers within the State of California. Their authority is granted through legislative action defined in the California Education and Penal Codes. Their primary jurisdiction covers all property owned and operated by the University, including adjacent public streets and property within a one-mile radius of the campus. In some instances their police powers extend statewide. University Police Officers are armed with firearms. They conduct foot, vehicular and bicycle patrols on campus and in the Student Housing 24 hours a day. University Police Officers also work very closely with the Fullerton Police Department on the main campus and the Irvine Police Department on the Irvine campus and other local, state and federal law enforcement agencies. All offenses committed on CSU Fullerton property are investigated by the University Police Department. Upon request of the University Police Department, through agreement, Fullerton Police, Irvine Police and/or the Orange County Sheriff’s Department will provide assistance in the investigation of major criminal cases deemed beyond the resources available to the University Police. University Police Officers also work very closely with other law enforcement agencies to assist them with incidents involving campus community members that may occur off campus. University Police Department Mission Statement Our Mission is to provide a safe and secure environment for our University Community, to ensure a crime-free environment with a commitment to professional service, active crime prevention and proactive patrols. Reporting of Crime The University Police Department provides an around the clock daily patrol operation to protect and render aid to the University community. All laws and codes of the State of California are enforced on the campus, including regulations established to administer the campus community. Potential criminal actions or any emergencies should be reported immediately to the University Police Department by calling 911. Upon receipt of the call, University Police officers will be dispatched immediately to the site of the complaint and they have the authority to make arrests, if necessary. To file a non-emergency police report, call (714) 278-2515 or report in person at the University Police Department, T-1200. University Police provides patrol operations to protect and render aid at the CSUF Irvine campus during business hours and when classes are in session. During these hours or when classes are in session all potential criminal actions or any emergencies should be reported immediately to the University Police Department by calling 911. Upon receipt of the call, a University Police officer will be dispatched immediately to the site of the complaint and they have the authority to make arrests, if necessary. All non-emergency police reports can be made in person at the University Police Department sub-station in the Irvine campus building or by call (714) 278-2515. At the CSUF Irvine campus after hours, if a crime or emergency occurs, call Irvine Police Department at (949)724-7200 or the Irvine Police Front Gate station at (949) 654-7863. University Police does not provide security or police services at the following off- campus satellite locations, Garden Grove Center or Grand Central Arts Center. At these locations all reports should be made to the local police agency for any emergencies, crimes, or incidents.
Dispatchers are available 24 hours to answer your call at all of the Police Departments listed above. The police dispatcher will ask for details about the description of the individuals involved starting with suspects or suspicious persons including sex, race, age, height, weight, hair, eyes, complexion, scars, weapon, and, from the top down, outer clothing to inner clothing of the suspects or subjects. When police are notified quickly of a crime in progress the chances of apprehending a suspect are greatly increased. All University Police case or incident reports involving students are forwarded to the Judicial Affairs Office for review and potential action. University Police Investigators will investigate all police cases when it is deemed appropriate and any additional information will be forwarded to Judicial Affairs. If assistance or special units are required from Fullerton Police Department, Fullerton Fire Department, Irvine Police Department, Orange County Sheriffs Department, or Orange County Fire Department, University Police dispatch will contact the appropriate unit. If a sexual assault or rape should occur, the University Police officer on scene will offer the victim a wide variety of services. Anaheim Medical Center and Sexual Assault Response Team (SART) nurse are available to assist a victim 24 hours a day. Each school year brings with it some different and unique crime problems. When these incidents occur, University Police on occasion will post timely warning notices describing recent crime trends or dangerous incidents. It is our policy to post these notices on the exterior doors of all campus buildings to provide our community with information about the incident and crime prevention recommendations. Once all the information is received, these notices will typically be posted within 24 hours. Reporting Criminal Offenses to CSUF Other Than to University Police Students are encouraged to report any problems with the campus environment to the University Police, but we encourage reporting anywhere on campus you feel comfortable such as the Dean of Student Affairs and staff or any campus administrators. The University Police maintains an anonymous crime tip line at 714 278-3423. Counselors for Counseling and Psychological Services, the Director and Residence Advisors for Housing, the physicians, nurses and counselors at the Student Health and Counseling Center, the counselors at the Woman's Center and Dean of Students Office are trained to assist and support victims and witnesses in notifying appropriate law enforcement authorities regarding such crimes, if requested by the victim or witness. Such reports will be included in the Annual Security Report and aid in the timely warning notices to the campus community when suitable. Investigation of Crime University Police Officers are responsible for investigating crimes, issuing traffic citations and responding to medical and fire emergencies and traffic accidents, as well as other incidents that require police assistance. University Police officers are vested with full law enforcement and arrest powers and responsibilities identical to local police or sheriff departments in the community. Officers meet training requirements mandated by the California Commission on Peace Officers Standards and Training, as well as training designed to meet the needs of a university. As State Peace Officers, our police authority extends throughout the state, including concurrent jurisdiction with the Fullerton Police Department.
Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act Compliance
The Annual Security Report is prepared by the University Police Department in cooperation with Housing, Judicial Affairs, Student Health and Counseling Center and information provided by local police agencies. To comply with the federal law, the University Police Department collects, crime statistics from local police agencies, by providing the addresses of off campus housing, or off-campus property either owned or controlled by the university, or public property immediately adjacent to campus. All local police agencies, where CSUF property is located provide automated statistics for the property and a radius around the property requested. Copies of the report may also be obtained at University Police located at State College Blvd. and Gym Drive. The mailing address is 800 N. All Campus security authorities have an obligation to forward to University police information on offenses reported to them for inclusion in the report. Campus security authorities include not only University police, but also employees in the health center, women's center, athletic coaches, resident advisors in Housing, student activity coordinators and faculty advisors. The University Police Department interfaces continually with local police agencies for the monitoring and recording of criminal activity including any that may have occurred at off-campus locations but are related to the CSU Fullerton community. This includes any criminal activity in which students engaged at off campus locations of student organizations officially recognized by CSUF, including student organizations with off- campus housing facilities. Information may be given to the Judicial Affairs Office for appropriate action involving students. University Police obtains and publishes annual criminal statistics from other police agencies for off-campus locations for student organizations including off-campus housing facilities. The University Police Department works closely with Counseling and Psychological Services. We work as a team in dealing with sensitive situations, and we refer persons to the Counseling Center on a regular basis. Both police officers and counselors have received training on threat assessments and the counselors consistently encourage their clients to report crimes to University Police to prevent future crimes. Counseling sessions are considered privileged and the holder of the privilege is the client. Crime information can be forwarded anonymously at the request of the client. The counselors do not disclose information to the Police Department without consent of the client, unless there is an immediate threat to safety. Any reporting of statistics to comply with this act is done by reporting numbers and not names so the information provided by clients is confidential. Notification to the Campus Community In addition to publishing an annual security report, The University Police Department informs the campus community about campus crime in a number of ways, including the following: Daily Crime Log – This log records by the date the crime was reported, any crime that occurred on campus or within the patrol jurisdiction of the University Police Department. This log notes the nature, date, time and general location of each crime and the disposition of the complaint, if known. The log is available upon request at the University Police Department’s Records Section at T-1200. Media Log – A media log is distributed to entities on campus and a listing of crimes on campus is published in the Daily Titan student newspaper. The University Police Department also works in partnership with the Daily Titan to publish information related to crime and campus safety issues. Timely Warnings – In the event that a situation arises, either on or off campus, that in the judgment of the Chief of University Police, constitutes an ongoing or continuing threat, a campus wide Crime Alert Bulletin will be issued. The bulletin will be issued through the campus email system to students, faculty and staff. It will also be issued through the Daily Titan. Depending on the circumstances of the crime, especially in all situations that could pose an immediate threat to the community and individuals, copies of the Crime Alert Bulletin will be posted in the residence halls, in the Titan Student Union and on doorways to any buildings where individuals could be impacted by the Alert. In some instances, a copy of the bulletin will also be posted on the University Police Department’s website. The University Police Department works closely with the Dean of Students Office, Environmental Health and Instructional Safety and Human Resources in an effort to educate students, residents and employees in crime awareness and crime prevention. Crime Prevention and Drug Free Schools Information Programs The University has established programs that serve to raise the level of safety awareness on the campus community. These programs include:
To Have a Crime prevention presentation for your group or for more information on R.A.D. contact the Community Services Office at (714) 278-3423. Residents of the university residence halls are provided information on campus safety and security through various means. First, they are given a packet of materials at the time of occupancy that includes (1) regulations and policies on security concerns and procedures for minimizing danger, and (2) a wall calendar containing instructions on what to do in an emergency, or in situations where there is suspicious activity, theft, solicitation, telephone abuse or sexual assault. All residents must attend a mandatory meeting conducted by hall administrators to review and discuss this information. In addition, each resident adviser holds another meeting with those students living in his/ her floor or area to further clarify and inform residents of security issues and procedures. Residents of the university residence halls also are informed, through the same methods and procedures as described above of ways to prevent various crimes. In addition to those referred to above, students are informed of the law and policies regarding alcohol and drug abuse in California and Cal State Fullerton. Furthermore, they are educated on how to prevent alcohol and drug abuse, sexually transmitted diseases, rape, acquaintance rape and other sexual offenses. The campus fraternities and sororities recognized by the University are required to undergo training for members on risk management, party protocol, laws and policies, substance abuse and other health issues, as well as sex and sexual assault policies and procedures. The Dean of Students Office has assigned a full- time professional staff member to serve as adviser and educator to these organizations. In some of these workshops, city and university police serve as trainers and presenters. Individual fraternities and sororities also conduct workshops and training sessions for their members using their own resources. The University Police Department provides escort services for students, faculty and staff who must walk alone to their cars, or to other areas of the campus. An escort can be arranged by calling (714) 278-2515. Campus Facilities The Cal State Fullerton campus is a public facility. Campus buildings and facilities are accessible to members of the campus community, guests and visitors, Monday through Friday from 6:00am until 10:00pm and as certain special events dictate. All campus buildings will be secured between the hours of 10:00pm and 6:00am and on weekends when not in use and can be accessed by campus issued keys and department approval. The CSUF Irvine campus is a public facility located within a private company owned area. The Campus building and facilities comprise 11 acres and are accessible to members of the campus community, guests and visitors, Monday through Thursday from 7:30am until 10:30pm and Friday from 7:30am until 3:00pm unless special events dictate. The campus building will be secured between the hours of 10:30pm and 7:30am and on weekends when not in use. Emergencies may necessitate changes or alterations to any posted schedules. Parking lots, pedestrian walkways and building exteriors on both campuses are well lighted. The University Police Department conducts regular surveys throughout the campuses and necessary repair reports are sent to Physical Plant. Campus shrubbery, trees and other vegetation are trimmed and maintained on a regular basis with special attention given to walkways. Physical Plant encourages prompt reporting by the campus community (ext. 3494) of any defective building equipment or unsafe facilities problems for repair. No perimeter security is provided at the Cobb Residence Halls. Residents are encouraged to keep their apartment and bedrooms doors locked at all times. All keys and card keys are for residents’ use only and are not to be loaned or duplicated. Sexual Assault Policy Cal State Fullerton does not tolerate sexual assault against females or males, whether committed by a stranger or by an acquaintance. The university attempts to protect members of the campus community, including visitors, from sexual assaults and offers any student, faculty or staff member who survives a sexual assault that occurs within the context of the university community the support necessary to enable them to continue to pursue their academic or career goals. Sex crimes, including but not limited to sexual assaults and rapes, represent violations of criminal and civil law, and constitute serious breaches of student or employee conduct as well. All parties should explicitly agree to any sexual activity. Verbal communications of non-consent, non-verbal acts of resistance or rejection, or mental impairment of the victim due to any cause including the victim's use of alcohol or drugs may constitute lack of consent. The use of alcohol or drugs will not be accepted as an explanation for the actions of any individual charged with a violation of this Policy. Any individual who has been sexually assaulted, including date or acquaintance rape, is strongly encouraged to report the incident to the University Police, the local police (if off-campus), university officials, faculty or staff members as well as with any civil authorities that an individual deems appropriate. Staff members of Counseling and Psychological Services, Housing Office, Student Health and Counseling Center, Woman's Center and Dean of Students Office are trained to assist and support victims in notifying appropriate law enforcement authorities regarding such crimes, if requested by the victim. Definitions: For the purposes of this Policy, "sexual assault" is defined as any sexual act perpetrated upon a person without their consent, where the assailant uses physical force, threat, coercion or intimidation to overpower or control the victim; where the victim fears that they or another person will be injured or otherwise harmed if they does not submit; where the victim is prevented from resisting due to the influence of alcohol or other drugs; or where consent is otherwise not freely given. A sexual act includes, but is not limited to, actual or attempted intercourse, sexual touching, fondling, and groping. Sexual assault is classified as "rape" when vaginal, anal or oral intercourse takes place without consent. This includes penetration by a foreign object. Any individual who survives a sexual assault is appropriately referred to as a "survivor" and is so identified throughout this Policy. A "professional counselor" is an individual whose official responsibilities include providing mental health counseling to members of the institution's community and who is functioning within the scope of their license or certification. Response to Reports of Sexual Assault The University is committed to creating a campus environment that both promotes and assists in prompt reporting of sexual assault, and to providing compassionate support services for survivors. The Dean of Students will make a recommendation concerning sanctions to the Vice President for Student Affairs. The Vice President will then inform the student organization, in writing, of the sanction(s) imposed. The Vice President may suspend any student organization's charter, pending a full review. Sanctions up to and including dismissal from employment may be imposed on employees, following the utilization of established California State University policies and provisions of applicable collective bargaining agreements. University Counseling and Educational Resources
Statistical Reporting The University's Police Department will collect and provide statistics on reported sexual assaults as required by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. All personally identifying information will be removed from statistical reports. Training on the procedures that guarantee anonymous, confidential reporting to University Police encourages the professional counselors located on or associated with the university, and staff within the Student Health and Counseling Center with whom conversations are privileged to inform survivors of the ability to report crimes anonymously. Any such reporting is voluntary and on a confidential basis for inclusion in the annual disclosure of crime statistics. All other university personnel are required to notify the university's Police Department upon receipt of a report of sexual assault for Clery Act reporting purposes. Survivor Confidentiality University officials will make every effort to ensure the confidentiality of survivors, and all members of the university community are urged to treat knowledge of an individual’s status as a survivor of sexual assault/abuse in a confidential manner. The University Police Department will issue a written CRIME ALERT BULLETIN to the campus community as soon as possible. Only those details of the assault that are essential to the health and safety of the campus community shall be released. THE PROTECTION OF THE IDENTITY OF THE VICTIM will be of the highest priority. Convicted Sexual Offender Registration Laws Effective October 28, 2002, Penal Code 290.1 was expanded and requires sexual offenders to register with the University Police. Convicted sexual offenders are required to register under Section 290 if they are residing on the university campus; enrolled as a student of the university; employed by the university, either full-time or part-time (includes paid employees or volunteers); or working or carrying on a vocation at the university (e.g. contractors) for more than 14 days or for an aggregate period exceeding 30 days in a calendar year (including paid workers as well as volunteers). Persons listed above must register with the University Police within five working days of commencing enrollment or employment with the University. Registrants are also required to notify the university police with five working days of ceasing to be enrolled or employed, or ceasing to carry on a vocation at the University. In order to promote a drug-free learning environment, information on the negative effects of various drugs and alcohol, as well as federal laws and campus policies are printed in the class schedule, which is published each semester (Drug Free Schools Information). This statement also contains a list of campus and community resources designed to assist students encountering drug and alcohol abuse problems. Excessive use of alcohol and other drugs is a serious health problem in itself, but alcohol and drug abuse can also contribute to a host of other physical and mental health problems such as unwanted pregnancy, violent behavior, HIV infection and other sexually transmitted diseases and psychological depression. Consumption of alcohol on campus is limited to certain approved events and locations. Underage consumption or possession of alcohol is a violation of state law. Violators are subject to criminal arrest and citation. The university recognizes that alcohol or drug dependency is an illness and a health problem. Information, assessment and referral services are available on campus to assist students in finding alternatives to substance abuse, while promoting a healthy lifestyle and the ability to cope with problems as they arise. The Drug Free Schools Information contained in the Class Schedule clearly describes the laws and policies pertaining to illegal drug possession, use and sales. As described in the prevention programs section, residents of the university residence halls and members of the Greek letter organizations are provided written rules and policies about drug and alcohol abuse as well as information on required attendance at educational meetings and training workshops. The Student Health and Counseling Center provides an ongoing health education program on alcohol and drug abuse. The Center’s health educator maintains an active outreach program involving presentations to student clubs and organizations, residence halls, fraternity and sororities, and classes. The University Police Department enforces all federal and state laws, as well as the University's zero-tolerance policy, for the use and sale of illegal drugs. Violators are subject to university discipline, criminal prosecution and removal from University housing. Students engaging in the sale of illegal drugs will be expelled. Students found in violation of University alcohol, drug, and weapons policies may be subject to academic probation, suspension or expulsion. Parents or guardians may be notified about any disciplinary violation involving alcohol or a controlled substance which has been committed by a student who is under the age of 21. Employees in violation of the university alcohol and drug policies may be subject to corrective action or dismissal or be required to participate fully in an approved counseling or rehabilitation program. Applicable legal sanctions under local, State and Federal law for the unlawful possession of distribution of illicit drugs and alcohol range from probation, diversion imprisonment in the county jail for less than year, to imprisonment in State prison. A police officer can take the license from any driver suspected of driving under the influence of alcohol and drugs who refuses to take a blood alcohol test. Possession Of A Firearm On Campus Is Strictly Prohibited Violators will be arrested and prosecuted for felony violation under section 626.9 of the California Penal Code, which is punishable by 2-4 years in state prison. First Aid – When the Student Health Center is closed (weekends, or after regular working hours during the week) assistance with emergency medical problems can be obtained by calling 911. Police Officers are trained in first aid and cardiopulmonary resuscitation. Requests for paramedics and ambulance service may always be obtained by calling 911. Fires – In the event of a fire, contact the University Police Department immediately by calling 911 and advise the dispatcher of the location and nature of the fire. False alarms are a danger to all. Please help in deterring false alarms. Vehicle Problems – Calls for assistance can be made from any public, on-campus or emergency phones. University Police can assist in locating emergency repair services, or in jump-starting a car. Emergency Messages – When such messages are considered critical in nature, all efforts to contact the student involved are made by the University Police Department. Please keep your emergency notification information up to date. Fingerprints (Live Scan) – The University Police Department provides a fingerprinting service to the campus community. Graduation Rates Under the Federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, institutions of higher education are required to disclose information to prospective and current students about institution graduation rates for first-time freshmen. The California State University draws its first-time freshmen from the top one- third of California's high school graduates. Since 1960, the CSU has awarded more than 1.2 million baccalaureate degrees in hundreds of program areas.
